Why BC Strata Councils Need Mandatory Training

Strata councils play an important role in BC, but many volunteers lack formal training in financial oversight, legal compliance, and property management. In this video, BCREA CEO Trevor Koot explains why mandatory training for strata council members is essential for stronger, safer communities.

Did you know that roughly 1.5 million British Columbians live in strata properties? That’s over a quarter of our population.

Strata communities are vibrant and unique, but managing them is complex. Despite that, most strata councils are made up of volunteers who often lack formal training in necessary areas.

This can lead to recurring issues, such as financial mismanagement, deferred maintenance, legal disputes, and even declining property values.

That’s why the BC Real Estate Association is calling attention to the issue. We’ve released a proposal urging the BC Government to require mandatory, standardized training for all strata council members.

Here are two key goals for our recommendations:

First, protecting residents and property values. Without proper training, strata councils can unintentionally expose owners to financial and legal risks.

In BC, we’ve seen councils make decisions resulting in sudden special levies, costly disputes, and declining property values.

Trained councils, on the other hand, can manage finances effectively, resolve disputes fairly, and plan for long-term maintenance. That means safer buildings, happier residents, and stronger property values.

Second, strengthening governance and accountability.

A similar program for condominium directors in Ontario has already shown us that mandatory training improves transparency and trust.

And there’s no reason it can’t work here as well.

As laid out in our proposal, the BC training program would be accessible, self-paced, and available in multiple languages to ensure inclusivity.

It would cover everything strata councils need to know, from property maintenance to risk management.

Once council members complete the training, they would receive a publicly registered Strata Director Designation, further increasing transparency and accountability.

Mandatory strata training is a foundational step toward professionalizing strata governance in BC.

Well-trained councils mean stronger communities, better-managed properties, and increased confidence in the system for everyone.

BCREA firmly believes in this proposal, and will continue to advocate for these recommendations in our regular conversations with members of the provincial government – because strong strata communities start with strong governance.
