Why BC Needs a Permanent Housing Policy Roundtable

What is a Permanent Provincial Housing Policy Roundtable, and why is it important? In this video, BCREA CEO Trevor Koot discusses the proposed initiative and what it could mean for the British Columbia housing sector.

On September 29, 2025, the BC Real Estate Association and a growing coalition of housing stakeholders held a press conference calling on the BC Government to establish a Permanent Provincial Housing Policy Roundtable.

This roundtable would bring together policy experts from across the housing sector – including market, non-profit, and Indigenous housing providers – to work with government and guide the development of new housing policies.

At BCREA, we feel this is a necessary step towards more accessible and affordable housing in the province. Here are two key reasons why:

Number one: On-the-ground experts deserve a seat at the table.

Housing policy doesn’t happen in a vacuum. It affects real people, including homeowners, renters, landlords, and communities across BC.

Yet, despite this, we often see policies developed without meaningful input from the people who work in housing every day.

A permanent roundtable would give on-the-ground experts a direct line to decision-makers, so new policies are informed by those who understand the day-to-day realities and needs of housing in BC.

This consultative process would occur at all stages of the policy cycle: problem identification, agenda setting, policy formulation, and implementation and evaluation.

Number two: Pressure-tested policy means fewer unintended consequences.

We’ve seen what happens when policy is introduced without full consultation. In the summer of 2024, changes to BC’s Residential Tenancy Act created issues for buyers, renters, and landlords, and caused confusion among REALTORS® and the public. After BCREA and others publicly voiced their concern, the government walked back some of the changes.

A roundtable could’ve avoided this scenario. Functioning correctly, it would act as a pressure-testing tool: reviewing new policy early, spotting unintended consequences, and helping government avoid costly backtracking.

In short, with a roundtable in place, expert advice could be delivered quickly and consistently, allowing the province to act fast and get new policy right the first time.

The BC Government has already successfully employed this kind of model in other areas. Now BCREA and our partners are urging the government to apply it to housing. Because we need better policy – and better policy begins with having the right voices in the room.
